Arthur has worked in the human services field for more than 20 years. He is certified as a chemical dependency counselor and has also received specialized training in alternative dispute resolution, mediation and consultation/consensus building.
Early in his career, Arthur served as a counselor for youth and families at the counseling center in McCall, Idaho. He later supervised case managers at the Seattle Indian Health Board and managed special projects at the Cross Cultural Health Care Program in Seattle. He served nationally with a Native American-owned and operated company, Upper Mohawk Inc., where he trained Department of Interior personnel and tribal employees about the U.S. government’s trust relationship with Native American tribes. In 1998, he joined the Department of Children and Family Services as an investigator of child abuse and neglect. Since 2004, he has served as a program manager and trainer in the Resource Family Training Institute of Children's Administration, now the Alliance for Child Welfare Excellence.
